Speaking with Oprah Winfrey in 2015, former President Jimmy Carter lamented America's shift toward oligarchy, decrying its impact on the nation's moral and ethical foundations.
We've become now an oligarchy instead of a democracy. And I think that's been the worst damage to the basic moral and ethical standards of the American political system that I've ever seen in my life.

It violates the essence of what made America a great country in its political system. Now it’s just an oligarchy with unlimited political bribery being the essence of getting the nominations for president or being elected president. And the same thing applies to governors, and U.S. Senators and congress members. So, now we’ve just seen a subversion of our political system as a payoff to major contributors, who want and expect, and sometimes get, favors for themselves after the election is over... At the present time the incumbents, Democrats and Republicans, look upon this unlimited money as a great benefit to themselves. Somebody that is already in Congress has a great deal more to sell, to an avid contributor.

(The United States is) the most warlike nation in the history of the world... How many miles of high-speed railroad do we have in this country?... We have wasted, I think, $3 trillion (military spending) ... China has not wasted a single penny on war, and that's why they're ahead of us. In almost every way... And I think the difference is if you take $3 trillion and put it in American infrastructure, you'd probably have $2 trillion left over. We'd have high-speed railroad. We'd have bridges that aren't collapsing. We'd have roads that are maintained properly. Our education system would be as good as that of, say, South Korea or Hong Kong... I wasn't comparing my country adversely to China, I was just pointing that out because I happened to get a phone call last night.
