What It Means
This is a placeholder explanation generated by the low-overhead model. It interprets "The Americans are the first people whom heaven has favored with an opportunity of deliberating upon and choosing forms of government under which they should live." in the context of "John Jay, Charge to the Grand Jury of Ulster County (1777)." to mean that wisdom is timeless.
